STATEMENT BY THE GUARANTOR COUNTRIES, CUBA AND NORWAY AND THE ACCOMPANYING COUNTRIES, CHILE AND VENEZUELA
Havana, 7 July 2015.
The Governments of the guarantor countries, Cuba and Norway, and the accompanying countries of Chile and Venezuela, in the peace talks between the Government of Colombia and the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP), call on the parties for an urgent de-escalation of the armed conflict.
We urge the parties to strictly restrict any actions that cause victims or suffering in Colombia, and to step up the implementation of confidence building measures.
We consider these steps to be essential in order to guarantee the conditions for and create a climate conducive to achieving agreement on the remaining questions on the agenda, including a definitive bilateral ceasefire and cessation of hostilities, and the issue of victims’ rights.
Cuba, Norway, Chile and Venezuela reaffirm their continued commitment to promoting the adoption, as soon as possible, of a final agreement to end the conflict and build a stable and lasting peace in Colombia.
